The guards stop him before he leaves the street and ask him to return to the vender and either pay for the items or go to jail.

Another vendor sees this and tells the guard he will escort you back to the vendor. After the guard leaves, this second vendor offers you a small discount. 20 gold for all 5 people's rations.

If the guard finds out that you caused trouble for the first vendor, he will possibly fine you. Do you accept the discount?

The guard is down the street and probably headed back to the guard house.
